Assistant General Counsel and Director of Construction Risk Management

In his dual role as Assistant General Counsel and Director of Construction Risk Management for Dynamic Energy, Steve assists, and act as a liaison for, the General Counsel in responding to requests from the company’s executives and stakeholders for legal and policy advice, and the review, drafting and negotiation of a wide-breadth of contracts and agreements, while also serving as the lead attorney for the company’s Operations team where he leverages his deep construction law experience to provide strategic leadership and continuing counsel, guidance, support and recommendations on legal matters arising during the entire course of the company’s construction projects.  He works closely with the leaders of the Operations team including the team’s estimators, engineers, and procurement and construction executives to mitigate risks through smart contract drafting, participating in team meetings to help proactively identify project risks as they arise, supports and advocates for our Operations team in their relationships with customers and subcontractors, and oversees and train team members on contract administration and claim best practices. 

 

Steve has over 18 years of experience counseling and representing public and private owners, engineers, general contractors, construction managers, subcontractors, suppliers, and sureties through all stages of public, private, and federal projects.  Before joining Dynamic Energy, Steve served as Senior Counsel at Cohen, Seglias Pallas, Greenhall and Furman, P.C., a nationally ranked construction law firm, and as Attorney and Vice President of Venzie, Phillips and Warshawer, a well-respected, boutique law firm specializing in construction litigation.  He led the opening of, and served as the managing attorney for, that firm’s Delaware office and served as the managing attorney for that firm's New Jersey practice. 

 

Steve was named to the Super Lawyers’ Delaware and Pennsylvania Rising Stars Lists for Construction Litigation, and he is certified as a United Stated Green Building Council LEED Green Associate. 

 

Steve graduated law school from Villanova University where he served as a staff writer for its Environmental Law Journal. He received his Bachelor of Science from the University of Wisconsin – Madison where he majored in conservation biology and minored in environmental studies.  He is licensed to practice law in Delaware, New Jersey and Pennsylvania.

 

 In his free time, Steve serves as a coach for his older son’s ice hockey team, actively supports his local congregation, and enjoys playing ice hockey and golf, attending concerts, and traveling and spending time outdoors fishing and hiking with his wife and two sons.
